At the governance level, if AI systems control critical resources but the underlying model is dominated by a single vendor, the appearance of decentralization actually conceals centralized control. a16z emphasized that cryptographic guarantees are needed to ensure that agent actions represent user interests rather than those of the model company, involving verifiability of training data, instruction adherence, and actual behavior.
