Cardano Governance Structure Sparks Controversy, Imbalance Between Decentralization and Leadership

However, this highly decentralized network has been questioned due to its lack of a clear leadership structure. Crypto expert Cardano Yoda pointed out that the network previously operated around three major entities—IOG, the Cardano Foundation, and EMURGO—and their founder Charles Hoskinson. However, after the introduction of on-chain governance, the model evolved into two parts: DReps (governance decisions) and the Pentad (leadership and execution). Although DReps decide treasury expenditures and grant strategic legitimacy to the Pentad, due to the lack of coordination among DReps, they are unable to define strategies and priorities. As a result, on-chain governance still relies on the founding entities, indicating that the network remains highly centralized at the leadership and execution levels. The coordinating body, Intersect, needs to balance the roles of coordinator and leader, while leadership responsibilities are diluted between the Pentad and DReps, leading to network fragmentation. Yoda believes that leadership should not be overlooked due to decentralization. The ideal direction is for DReps to take responsibility for treasury expenditures, strategy definition, and priority setting by establishing committees, and to participate in effective execution through DAOs. To achieve clear leadership, a more robust collaboration layer needs to be established among DReps, the founding entities, and Intersect. This relies on a clear coordination layer between DReps and sub-DAOs, as well as the evolution of the governance system. Currently, communication is conducted only through on-chain proposals. For example, proposals regarding Summit and TOKEN2049 may be rejected due to differing opinions among stakeholders, but the goal remains to reach a consensus on future operations to enhance governance efficiency.
